RNTBC governance & capacity building

Assisting RNTBCs with rule book updates, compliance, dispute resolution, and community engagement. Developing training, tools and on-island support systems to help RNTBCs fulfil their obligations under the Native Title Act and CATSI Act.

Strengthening governance and dispute resolution

GBK has worked closely with PBCs to strengthen governance and statutory compliance by:

  • Finalising rule book amendments to align with the 2021 CATSI Act changes.

  • Supporting delivery of AGMs, general reports and regulatory consultations.

  • Providing training, manuals and checklists for on-island administration officers, including roll-out of The PBC Story of the Torres Strait Region practice guide.

These initiatives have strengthened accountability and increased confidence in RNTBC governance across the region.

Building capacity and resources

Building the governance and operational strength of RNTBCs remained a central focus this year. A key highlight was the Regional RNTBC Business Forum, which brought together representatives from every PBC and land trust for multi-day workshops on financial literacy, management, and core business administration. The forum helped participants strengthen networks and share practical solutions to common challenges.

To complement this, GBK established its PBC Business Support Team to provide direct back-end services in bookkeeping, budgeting , reporting and administration, ensuring PBCs have access to the professional systems they need to operate effectively.

Together, these initiatives are laying the foundations for greater financial independence, equipping PBCs with the skills and confidence to manage their own resources, pursue sustainable opportunities, and create long-term benefits for their communities.

Through our work as the region’s Native Title Service Provider, GBK is helping to secure a strong and self-determined future for the Traditional Owners of the Torres Strait.
