Chair’s report
The outstanding performance of our MGNM team has again set a benchmark for excellence. Their commitment to empowering local people, supporting jobseekers, and innovating in service delivery continues to be recognised nationally.
Our work in Native Title also continues to grow in depth and impact. GBK remains proud to serve as the Native Title Service Provider for the Torres Strait and Endeavour Strait region — supporting Traditional Owners to protect their rights, strengthen governance, and progress the aspirations of their Prescribed Bodies Corporate (PBCs). The past year has seen continued progress in active claims, boundary mapping, and governance support — ensuring the voices of Traditional Owners remain central in decision-making about Sea and Land Country.
Importantly, this was also the year GBK found its rhythm as a regional voice. We are now recognised as a trusted advocate and strategic partner at all levels — local, state, Commonwealth, and international. Through united leadership and collaboration, Torres Strait voices are being heard where it matters most.
None of this happens without teamwork. I extend my heartfelt gratitude to my fellow Directors for their guidance, to our management and staff for their professionalism and dedication, and to our Traditional Owners for their trust and leadership. Every achievement in this report is shared, and reflects the strength of unity and purpose across our organisation.
As we look ahead, we do so with clarity, pride, and optimism. GBK is no longer finding its way — we are leading the way. Our focus remains clear: to protect Sea and Land Country, empower our people, and build a strong, prosperous future for generations to come.

It gives me great pride to present the 2024–2025 Annual Report for Gur A Baradharaw Kod Torres Strait Sea and Land Council.
This was the year GBK stood firm on its foundation and moved with purpose — turning strategy into measurable impact for our people and region.
Over the past 12 months, GBK has gone from strength to strength. With stable governance, clear leadership, and a capable management team, we have seen the vision of our Board and members come to life. Our operations have matured, partnerships have deepened, and our reputation as a trusted regional leader continues to grow.
This was truly a year of delivery. Through the Community Development Program (CDP), GBK continued to create real opportunities for our people — connecting jobseekers to training, work experience, and employment pathways. Our community work crews have shown pride, skill, and consistency, delivering visible improvements across our communities and strengthening the spirit of working together for the benefit of all.
